arisen because of economic, social, or political disparity. Yet, one of
the clearest indicators of disparity between the majority and the
minority populations is the level of education. In both southeastern
Turkey and in the Philippines the illiteracy rate is substantially
higher, the quality of education is poorer, and the gender difference
is greater.

The Indigenous People received nationwide attention last August 13-15, 2008 at the 2nd National Conference on Indigenous Peoples' Higher Education in the Philippines. The University of Southeastern Philippines (USEP) in Obrero, Davao City hosted the Conference with the help of the Pamulaan Center of Indigenous Peoples' Education and in partnership with the Minority Care International (MCI) and the National Commission on Indigenous Peoples (NCIP).
