In addition, the Vice Mayor laid out her plan for the upcoming election. If she becomes mayor, she will make public schools her fist priority and so that schools have good teachers and students have access to computers. The Vice Mayor also focused on health care, especially on population growth. She argued that many low income families have several children and do not have any means to send them to school, so that the cycle of poverty continues among low income families. She wants to do something about this cycle. She also addressed the challenges of the issue of separation of church and state. According to her, even though the Philippines has a Catholic majority, the government does not have a right to be involved in a person's private life.
The Vice Mayor answered questions from the students on safety, economics, education, and justice. Students asked questions ranging from City organizational structures, the types of issues the Council deals with, budget, and reforms to changes she anticipates. MCISA President Nurulaji Jul asked a question about the Magindanao Massacre and whether justice will be served. Vice Mayor Duterte believes justice will be served but that it will take longer because of the judicial system in the country. Another student asked whether Davao City will help to expedite the process of the court. She said that it is outside of the Davao territory; however, she noted that the Davao City government offers both sides protection to make sure that both are safe. After the evening's event, the Vice Mayor took pictures with the students.
Before the Vice Mayor arrived, the President of MCI, Dr. Aland Mizell, who received a Masters in Public Administration and a Doctorate in Political Science, spoke to the MCISA students about the role that local government plays in our lives. "Because city government is the government closest to most citizens and the one with the most direct daily impact on its residents, it has the power to transform lives more quickly." He continued, "We believe that through these events MCI has an opportunity to help our students become more informed about their service opportunities in and for our local governments. This is a great opportunity to engage citizens in positive community building events." Speaking of the evening's event, Dr. Mizell said, "This is a very constructive contribution that Vice Mayor Duterte made to the next generation and is a significant way to educate our citizens about the good work our local government does for us." Further, he explained, "City government is truly government of, by, and for the people. Individuals who make the decisions about our communities are our neighbors, business owners, and community leaders. City government is administered for and by its citizens and is dependent upon public commitment to carry out its responsibilities." As a follow-up, Mizell announced, "During this week we would like to recognize the role the city plays in our lives from historic preservation to trash collection, from public safety to promotion of areas of cultures and recreation. We are very glad that we have a young and energetic Vice Mayor serving as an inspirational leader to all of us, especially to young students, one who inspired so many of our students on this occasion " Said Dr. Mizell.
